2023 KBI Laboratory - Blood Stain Pattern, Digital Evidence, Firearms, Latent Prints, and Trace

Course Description: 

While many agencies have programs in crime scene processing, the level of training and resources available varies from jurisdiction to jurisdiction, as does the opportunity to work with evidence. To help these agencies, the Kansas Bureau of Investigation has developed a comprehensive Lab Services Training and Outreach Program. 

Course Competency: 

Participants will employ best practices as they investigate any crime from its beginning to it eventual disposition; either as an individual, or part of an investigatory team.

Course Objectives: 

Evidence/LIMS 

• Understand the basics of evidence packaging, including recommended marking and sealing techniques for items of evidence 
• Understand the use of an Evidence Custody Sheet (ECR) and learn how to utilize the Prelog (web-based) system 
• Learn and understand the Case Inquiry (web-based) system to obtain laboratory reports and determine case examination status 

Bloodstain Pattern 

• Understand the application of bloodstain pattern analysis to crime scenes and evidence.  Understand the necessary information and evidence needed for bloodstain pattern analysis submissions and requests.  
• Learn how bloodstain pattern analysis reports are presented and opinions rendered. 

Digital Evidence 

• Learn how to identify different digital devices 
• Learn how to collect, package, and submit items for digital evidence. 
• Understand the importance of radio frequency shielding and network isolation. 
• Understand the submission process and the proper legal authority required. 
• Understand examination results and evidence files provided to the customer. 

Firearms 

• Learn the basic services the section provides 
• Learn general collection and packaging processes for firearm exams 
• Understand conclusions used for firearm exam reports 

Latent Prints 

• Identify the conditions that affect the recovery of latent prints and how to maximize the preservation of latent prints. 
• Learn how the Automated Fingerprint Identification System (AFIS) and Automated Biometric Identification Systems (ABIS) are utilized in the Latent Print section and how these systems differ from other databases. 
• Understand the different sections and the results provided in a Latent Print report.

Trace

• Learn about the types of Trace examinations offered by the KBI
• Understand the types and significance of Trace exam conclusions
• Understand the misperceptions and limitations of Trace testing
