2021 KBI Laboratory Information - including Firearms, Seized Drugs, Trace and more

While many agencies have programs in crime scene processing, the level of training and resources available varies from jurisdiction to jurisdiction, as does the opportunity to work with evidence. To help these agencies, Kansas Bureau of Investigation has developed a comprehensive Lab Services Training and Outreach Program.

Course Competency: 

• Participants will be able to evaluate and select proper processes in regards to digital evidence submissions specifically within the context of Evidence Custody Sheet (ECR) and the Prelog system. 
• Participants will explore the utilization of the Prelog and Case Inquiry system.
• Participants will gain a working knowledge of the collection, preservation, and requests for examinations related to various sections.

Course Objectives: 

Evidence/LIMS 

• Understand the basics of evidence packaging, to include recommended marking and sealing techniques for items of evidence 
• Understand the use of an Evidence Custody Sheet (ECR) and learn how to utilize the Prelog (web based) system  
• Learn and understand the Case Inquiry (web based) system to obtain laboratory reports and determine case examination status 

Bloodstain Pattern 

• Learn the service the section provides 
• Understand the required documentation and documents required for an analysis 
• Understand the information provided in a BPA report 

 Digital Evidence  

• Learn how to identify, collect, package, and submit items for digital evidence. 
• Understand the importance of radio frequency shielding and mobile device security.
• Understand the submission process and proper legal authority required. 

Firearms 

• Learn basic services the section provides 
• Learn general collection and packaging processes for firearm exams 

Seized Drugs 

• Learn and understand the processes for fentanyl and other extra-hazardous substance. 
• Understand chemistry-specific packaging guidelines. 
• Understand seized drug evidence processes and reports. 
• Basic understanding of requirements for submitting vegetation samples for quantitation of THC. 

Toxicology 

• Familiarization with blood alcohol kits provided by the KBI. 
• Understand pre-analytical variables that may affect forensic toxicology testing. 
• Understand the scope of testing provided by the KBI forensic toxicology laboratory. 
• Discuss current Kansas drug trends seen in forensic toxicology casework. 

Trace 

• Learn what Primer Gunshot Residue (PGSR) is, how to collect it, and its significance. 
• Review the collection of Fire Scene Debris and learn the significance of the analytical results from the collected evidence. 
• Learn basics of General Chemical Unknown evidence and Physical Fit evidence.
